Holbrook council certifies Nov. 4 special election, approves seven charter amendments

The council meeting, called to order at 10 a.m., included in-person members and two councilmembers participating by phone. The presiding official read the resolution and the statutory basis for canvassing, citing Arizona Revised Statutes 16-642. The council recorded a total of 472 ballots cast out of 2,437 registered voters.
The council announced the vote tallies for each proposition as follows: Proposition 438 — 295 yes, 170 no; Proposition 439 — 265 yes, 203 no; Proposition 440 — 290 yes, 177 no; Proposition 441 — 201 yes, 264 no; Proposition 442 — 187 yes, 278 no; Proposition 443 — 342 yes, 129 no; Proposition 444 — 241 yes, 224 no; Proposition 445 — 308 yes, 159 no; Proposition 446 — 315 yes, 152 no; Proposition 447 — 170 yes, 297 no.
On the basis of those counts, the council declared propositions 438, 439, 440, 443, 444, 445 and 446 approved and declared propositions 441, 442 and 447 not approved. The resolution instructs the city clerk to prepare and submit the approved propositions to the governor for approval as required by Article 13, paragraph 2 of the Arizona Constitution, and to submit a mail ballot elections report to the president of the state senate and the speaker of the house by Jan. 1, 2026 in accordance with ARS 16-409B.
A council member moved to approve the resolution; Councilmember Arcenia Pekco seconded the motion. The council then conducted a roll-call vote: Councilmember Pacheco — yes; Councilmember Ferguson — yes; Councilwoman Tofoya — yes; Mayor Smith — yes. The resolution passed.
The special meeting was adjourned at 10:06 a.m.
