Peoria council approves 2026 HUD action plan, funds senior housing and CDBG priorities

The Peoria City Council on May 26 approved the city’s 2026 annual action plan for submission to the U.S. Department of Housing and Urban Development, authorizing $2,563,351.03 in HUD funding and moving several community development items forward on the consent agenda.
Director Doolan told the council that administrative charges included in the plan pay salaries and benefits for two grants coordinators, a housing coordinator and a portion of the code enforcement manager’s salary, noting that those percentages are allowable under HUD rules: “these are the funds that pay for our two grants coordinators who monitor all of our grants,” she said. She added the city budgets to use federal funds first to avoid general-fund costs.
Councilmember Sear asked about the public-service application process and eligibility for smaller nonprofits, including an organization he named. Doolan said the CDBG public service application is an annual process and that smaller groups can participate by partnering with a fiscal sponsor if they lack required audits. She said the CDBG Public Service Commission will grade applications and return funding recommendations to council in September or October.
On consent the council also approved a $1,275,000 HOME grant award to MacArthur Senior Flats LLC for construction and adopted an ordinance approving a $592,733 redevelopment agreement with Peoria Opportunities Foundation and MacArthur Senior Flats LLC for a South Village TIF District project.
The motion to approve the annual action plan and related consent items passed unanimously. The council will receive more detailed funding recommendations and award decisions from the CDBG Public Service Commission later in the year.
