City Administrator Lawrence told council change order #4 includes two components: a previously paid mediation settlement of approximately $1.25 million tied to the USDA wastewater project and a small additional line item (roughly $3,200) for roadway/base materials to be incorporated into the project accounting. Lawrence said the large mediation payment had already been paid and the change order formally adds that cost to the project so the city can pursue reimbursement or budget reconciliation with USDA rural development.
Lawrence explained he had already submitted paperwork for reimbursement and has contacted USDA for updates but had not yet received confirmation. He asked council to approve recognizing the payments and the small addition so records match the contractor submittals. Council asked for clarification on the $3,200 figure and confirmed that the larger mediation payment had been disbursed previously; no further questions were raised.
A motion to approve the change order passed by unanimous voice vote. Lawrence said staff will continue to pursue USDA reimbursement and report back to council as federal review progresses.
