Florence School District 1 trustees approve $24.6 million short-term bond, authorize easement and uphold student appeals

The Florence School District 1 Board of Trustees on the evening voted to approve a three‑year short‑term bond resolution that administration said will provide about $24.585 million in borrowing capacity for capital maintenance, equipment and select construction projects.
Board members voted by voice after Superintendent Dr. Ali described the bond package and its intended uses, which include furniture, athletic and playground equipment, maintenance projects (roofs and HVAC), Williams Middle School athletic fields and fronting construction costs for a project the administration called "Hope Village" pending anticipated legal proceeds. Dr. Ali told the board the district plans to lower millage to 44 mills as part of the financing plan while retaining capacity for future borrowing.
Why it matters: administrators said the borrowing will fund items the district characterizes as essential maintenance and project acceleration so work can begin before anticipated litigation proceeds arrive. Lowering the millage is intended to offset near‑term tax impacts while preserving borrowing capacity over the next four years.
Administration also presented and the board approved two foreign‑exchange sponsoring agencies for the 2026–27 school year under district policy GFABB: Academic Year in America and High School Exchange Year. Dr. Ali said both agencies were vetted by staff and, if approved, may begin accepting applications for students to enroll through the district’s process.
In open session following an executive session on legal and student matters, the board authorized administration to pursue granting an easement for a water line across district farm property to benefit an adjacent landowner and, as the administration noted, the district as well. The motion passed by voice vote.
On student appeals, the board upheld the hearing officer’s decision for Student No. 1. For Student No. 2 the board upheld the hearing officer’s referral to an outside program but modified the outcome to allow a return to the home school upon “satisfactory evidence” of attendance at mandatory counseling sessions and a counselor recommendation; the board moved, seconded and approved the modification.
The meeting also cleared routine consent items (financial statements, minutes and personnel sheets) by motion and voice vote.
What’s next: Dr. Ali and staff said they will bring additional project documents and a potential hanger contract related to the new aerospace School of Innovation to a future board meeting; funding and scheduling details for bond‑funded projects will be presented as staff finalizes the construction and maintenance lists.
