The Village of Woodridge on a unanimous omnibus vote approved an annexation agreement and related entitlements for a proposed 22.75‑acre industrial development at 17025 Davy Road, clearing the way for a roughly 327,000‑square‑foot speculative warehouse and logistics building.
During a public hearing, Kimberly Clark, the village’s Community and Economic Development Director, told trustees the applicant, Panatani Development, proposes a building with 39 truck docks, trailer parking, employee and guest parking, and a circulation connection to International Parkway. The site plan includes a bike path linking to Marman Drive, stormwater management located in wetlands at the south end of the parcel, and utility service by Illinois American Water. Clark said the parcel had been disconnected from the village of Lamont and that the annexation will be recorded only after the developer provides proof of the payment required under that disconnection process.
"These will be improvements that the developer will be constructing on behalf of the village," Clark said, summarizing provisions in the annexation and improvement agreements. She said public improvements will be secured by a letter of credit of about $1.9 million and private site improvements will be covered by a bond of approximately $2 million; the improvement agreement remains subject to final engineering and attorney review.
Residents raised traffic and parking concerns in the hearing. Laura Regal, a nearby resident who testified under oath, said Davy Road already experiences semi‑truck parking and asked whether the village would enforce existing parking restrictions and whether a signal or other intersection control was planned. Clark responded that no new signal is proposed because a signalized intersection already exists nearby, that parking restrictions are enacted via ordinance and enforced by the village, and that the developer supplied a traffic report and required environmental documentation, including Army Corps permitting and stormwater compliance; she added final engineering approvals are still pending.
The Plan Commission gave a positive recommendation for the site plan and zoning amendment to the M‑1 district with conditions that include updating final plans per village review, obtaining written approval from the Lamont Fire District and Illinois American Water, and completing attorney review of agreements before issuance of building permits.
Trustee Kagan moved and Trustee Martinez seconded an omnibus motion to approve items B through G — the annexation resolution, improvement agreement, zoning map amendment, site plan, related ordinances and traffic regulation agreement — and the roll call vote carried. The resolution approving the annexation is recorded as Resolution 2025‑99 in the village record.
Next steps include completion of final engineering, attorney review and written agency approvals before the village will issue building permits for the project.
