BENTON, Ark. — The Benton City Council on Feb. 23 authorized an actuarial valuation to assess proposed increases to firefighter retirement benefits and approved two sole-source utility equipment purchases intended to maintain continuity of water and wastewater operations.
Ordinance No. 3 authorized procurement of an actuarial valuation to evaluate a proposed benefit increase (the request described in the meeting record was $300 per month for paid participants and $50 per month for volunteers). The ordinance emphasized the action authorizes only the evaluation; it does not approve or obligate any benefit increase. The city authorized payment of valuation costs not to exceed $1,500 to the state's pension review board or its service provider.
Ordinance No. 10 waived competitive bidding and authorized Benton Utilities to purchase two replacement horizontal centrifugal skid-mounted pumps (150-hp motors) from Ideal Pump & Services at a total not-to-exceed price of $96,000, citing compatibility with existing systems and the need for prompt replacement.
Ordinance No. 11 similarly authorized a sole-source purchase and installation of a ultraviolet (UV) system upgrade for the wastewater treatment plant from Trojan Technologies at a total not-to-exceed price of about $100,354.16. Council found competitive bidding impractical due to the equipment's sole-source nature and operational necessity.
Each ordinance passed after staff presentations and recorded votes at the meeting.
