Building & Zoning committee moves to take no action on Melrose special-exception appeal after debate over retail and amenity changes

The Cheltenham Township Building & Zoning Committee on March 9 moved to take no action on appeal 26-3807, the amended special-exception application for the Melrose development, after a lengthy discussion about reductions to retail space and changes to a proposed township amenity.
Planner Ed Diazio told the committee that the amended relief reflects internal layout changes after the township reduced the footprint for a proposed amenity. "Zoning looks at the use of the land," Diazio said, and detailed questions about parking, lighting and pool size will be resolved later during the land-development review process, which will include the planning commission, shade-tree board, public works and a full board meeting with additional public input.
Multiple commissioners expressed disappointment that prior zoning text amendments and market conditions constrained the revised plan’s retail component. "If we're going to push for walkable communities... there should be more retail," said Commissioner Sheremy Walls. Commissioner Jericho asked why commercial space was being cut repeatedly, warning that "if you keep on taking away concentration of commercial space, then yeah, like no one's going to come to it."
A representative for the applicant, identified in the meeting as Amy Farrell, said the township amenity had been pared down for budgetary reasons and moved into the interior of the site. Farrell said community opposition to large-scale retail at the corner and a county-driven text amendment limited large retail uses; brokers, she said, advised the team that the site could support roughly 60,000–62,000 square feet of neighborhood-scale retail rather than larger national tenants.
Residents and local officials urged clearer communication and better site activation. Tom Peterson, who said he lives near the project, read emailed concerns that the proposed community pool is shown on plans at 125,000 square feet while the existing Conklin pool and surrounding green space measure about 200,000 square feet, a figure he said represents roughly a 38% reduction. Carl Freriedman, vice chair of the planning commission, called portions of the revised plan "an unmitigated disaster," said the planning commission received the full package only days before the meeting and said he would oppose the changes during future reviews.
The chair put a motion on the table to take no action on the zoning appeal 26-3807 and called for a voice vote. Commissioners voiced both support and opposition during the roll call at the dais; the meeting then proceeded to the next agenda item. The planner and the applicant said that, if the special exception proceeds at the Zoning Hearing Board, the subsequent land-development application will present opportunities to resolve questions about the amenity footprint, traffic, access and storefront visibility.
Next steps: zoning relief and any subsequent land-development applications will be processed in sequence and returned to the appropriate boards and committees for detailed review and further public comment.
