Romulus board approves staff layoffs and one-time GSRP bonuses

The Romulus Community Schools Board of Education voted May 26 to approve a one-time, nonrecurring $1,000 year-end bonus for eligible Great Start Readiness Program (GSRP) personnel and to adopt a resolution placing multiple employees on layoff effective June 30, 2026, and eliminating the dean of students position.
Board members approved the GSRP bonus by roll call after trustees were told the funding comes from grant carryover balances and state/RESA funds and must be spent this program year. The board then read and approved a layoff resolution that named affected employees and stated the Dean of Students position (Simona Miller) will be eliminated effective June 30.
Dr. Edmonson acknowledged the difficulty of the personnel action. “Layoffs are hard,” he said, describing the process as emotionally challenging and noting the district will follow recall and contractual procedures where applicable. He told the board he would notify affected staff in writing and implement measures authorized by the resolution.
Board members discussed funding sources and the apparent tension of approving a one-time grant-funded bonus while general-fund reductions require staff reductions. A board representative explained the two items draw on different pots of money: “This pot of money is grant-funded out of Wayne RESA as well as the state of Michigan,” and therefore spending deadlines differ from general-fund obligations.
The layoff resolution listed employees and stated their services will be discontinued and not required until further notice; the board also authorized the superintendent to take steps necessary to implement the reduction in force. The motions were moved by Rogers and supported by Canard; roll-call votes are recorded in the minutes as all present voting yes.
Next steps: the superintendent will issue written layoff notices and follow recall procedures if openings arise or funding changes. The board indicated it would provide staff- and community-facing communications and follow-up briefings.
