William Penn to contract with Chester County Intermediate Unit for special education services beginning July 1

The William Penn School District is moving special education services to the Chester County Intermediate Unit under a contract set to take effect July 1, 2026 and run through June 30, 2028, district administrators said at the May 26 board meeting.
Public commenter Melinda Tax asked how the transition would affect staff and students. "I noticed that we're moving to the CCIU for special ed and I'm wondering what impact will that have? Is there a transition period? Like what impact will that have on staff and students and when are we officially transitioning?" she asked.
Dr. Mundy, representing the administration, told the board the district has already begun meeting with the CCIU and will meet on a weekly basis through the transition, including two larger transition meetings to address contract specifics. "We already have weekly meetings on the book that we meet with them...we have a strong agenda and timeline moving forward for us to coordinate with them, providing them a deep dive into information," Dr. Mundy said, and added the administration expects to roll out specifics to staff closer to June 30.
Education committee chair Valerie Culbreath presented the committee’s recommendation to approve the special education services agreement during the committee report; the motion was presented as part of the education consent items and read into the record, noting the agreement is subject to solicitor review and approval of form and content.
Why it matters: Transitions of special education service providers affect staffing, programming and the continuity of services for students with individualized needs. The administration emphasized ongoing coordination with CCIU and a phased rollout focused on ESY (extended school year) and summer work ahead of the July 1 effective date.
What’s next: The administration said it will provide more specific staffing and operational details to employees before the end of June and continue weekly transition meetings with the CCIU as implementation work continues.
