Board authorizes grant work for Zigglerville Road sewer after debate over hookup rules and costs

The discussion, which opened during regular business, centered on survey and boring results presented by the township engineer showing bedrock at shallow depths in parts of the corridor and a preliminary cost estimate of roughly $319,000 for the project. Engineer Bob reported an anticipated service area of 14 to 17 homes depending on the final alignment and whether the project extends beyond the initial 150-foot hookup range.
Several supervisors said they supported moving forward with a grant application to reduce homeowners’ costs, while others urged more outreach to residents to determine whether they want to connect. A board member noted the township ordinance can require hookups within 150 feet only if the township issues a mandatory notice; absent that notice, hookup is optional. The board discussed using grant funds to avoid imposing immediate hookup mandates.
Resident Brian Hill, who identified himself as living at 11 Zigglerville Road, urged the board to proceed. “I’d ask the township to continue to pursue the option,” he said, arguing multiple properties on the street have problems that are underreported.
Board members agreed to prepare a “shelf-ready” project and submit an LSA application in November. The motion to have HydroTerra gather final documentation and file the grant application with an authorization not to exceed $20,000 carried on a motion and second.
Next steps: HydroTerra and township staff will assemble the grant package and a draft resolution; the board intends to adopt any required resolution in early November and submit the LSA application by the November deadline.
