Gulf County adopts ordinance regulating sober-living homes and recovery residences

The Gulf County Commission on May 26 adopted a countywide ordinance regulating sober-living homes, addiction recovery residences and group homes outside the county's two municipalities.
Mr. Novak said this was the ordinance's second reading; the board held an initial hearing after public advertisement and the matter returned for proposed adoption. The ordinance establishes definitions, requires business licensing and registration, sets location spacing and operational and safety requirements, and provides for enforcement and penalties.
Commissioner Piden, who moved for adoption, said the change responded to constituent requests from Highland View and noted the county worked with municipal staff (Jake Richards) to align approaches. The motion was seconded and the board approved the ordinance by a 5-0 vote.
Mr. Novak said staff will make final edits, file the ordinance with the clerk and implement the registration and licensing provisions for areas of the county outside the two municipalities.
Next step: county staff will finalize the ordinance text and proceed with registration and enforcement per the county's administrative processes.
