Commissioner Mark Malles told the commission the city has received a draft Community Rating System (CRS) cycle verification report that verifies 1,755 credit points and recommends upgrading the community from CRS class 8 to CRS class 7. If FEMA accepts the verification, Malles said residents would receive a 15% reduction in flood-insurance premiums.
Malles also reviewed recent permitting activity: 56 permit applications in October 2025 (compared with 118 in November 2024) and 54 permits issued in November 2025 (versus 58 in November 2024). He reported a marked rise in inspections — 321 in November 2025 compared with 97 the prior year — attributes this to increased post-storm repair work, and noted new development filings including a building-permit application for retail space at 1420 Pasadena Avenue and a site-plan review application for 900 Pasadena Avenue for a Chipotle.
The report referenced submission of the city’s CRS cycle verification to DFS and FEMA for acceptance. No public comment followed the report.
What’s next: the city awaits FEMA’s acceptance of the CRS verification; if confirmed the premium reduction will apply to affected flood-insurance policies. Permit applications will proceed through normal plan review and building-permit processes.
