The township’s independent auditor, identified in the meeting as Steve, presented the 2023 audit to the South Strabane Board of Supervisors and reported an unmodified (clean) audit opinion. Steve said the general fund ended the year with cash and investments of roughly $917,000 and a fund balance of about $1.8 million.
Steve walked the board through key financial statements and budget comparisons, noting that the township ran revenues slightly above projections in some categories and had additional expenditures in others; he recommended continued attention to reconciliation controls, especially in sanitary operations. He also noted difficulty obtaining up-to-date pension information from certain providers, a recurring reporting challenge.
Supervisor (name not specified) said they had received the audit only the prior Friday and requested more time to review. After discussion, the supervisor moved — and the board voted — to table formal acceptance of the 2023 audit so staff can gather answers to outstanding questions. The motion to table passed by roll-call vote.
The auditor offered to answer further questions and staff agreed to return with clarifications at a future meeting. No formal acceptance of the audit was recorded at this meeting.
