Council members voted 7–0 to approve applications for Global Warming Inc., doing business as The Mill Coffee and Tea and Millio Market at 800 P Street (manager application for Tamara Sloan) and for LIF Lincoln LLC, Let It Fly Sports Bar (manager application for Michael Bean). Applicant Tamara Sloan described plans for retail wine, charcuterie, a small bakery and a future café and said the licenses support renovating and combining adjacent space for restrooms and expanded service. Dave Howden, representing the Let It Fly applicant, described the sports‑bar concept and disclosed the manager‑applicant Michael Bean is completing a diversion program following a past DUI; Howden said municipalities where the chain operates have cooperated on licensing.
The council also approved Item 5A, a four‑year contract with Credit Management Services for collection services for Lincoln Fire and Rescue, with one option to renew for an additional four years pursuant to RFP 25‑197. Sherry Mints, EMS business manager for Lincoln Fire and Rescue, answered questions from council members before the unanimous roll‑call vote.
On third reading the council amended Lincoln Municipal Code section 3.20.240 to set the wheel‑tax late penalty at $25; that ordinance passed by a 7–0 roll‑call vote. Other items listed for first or second reading were noted by staff as pending for future action.
All votes recorded during the meeting were roll‑call votes. The council took no public testimony on the license or contract items during the hearings and carried the motions by unanimous votes. The meeting adjourned after a public‑comment period in which a local developer raised permitting concerns.
