Council adopts CDBG substantial amendment and FY 2026–27 action plan; Voices for Children appeals for funding

At its May 26 meeting the City Council approved a substantial amendment to the FY 2025–26 Community Development Block Grant (CDBG) plan and adopted the FY 2026–27 annual action plan following a public hearing.
CDBG consultant Cindy Hernandez told the council that HUD announced a FY 2026–27 allocation of $900,226 to the City of Paris and that a reconciliation of prior years produced $685,933.33 in unspent carryover, yielding $1,586,159.33 available for programming. Staff reviewed CDBG funding caps and recommended programming consistent with the Paris CDBG committee's recommendations. The committee recommended funding 11 organizations for the coming year.
During public comment, Ashley Brown Mills of Voices for Children requested $20,000 in CDBG funding to recruit, train and support court‑appointed special advocates (CASA) serving foster youth connected to the Paris community. Brown Mills said Voices for Children had served 26 Paris‑connected children so far that year and estimated the cost of a year of advocacy at approximately $2,000 per child.
After hearing public comment, the council voted to approve the substantial amendment and the FY 2026–27 action plan and authorized the city manager to submit required documents to HUD and execute related agreements consistent with city attorney review.
