Council reviews Boone County recommendation to expand C2 uses at 7276 Burlington Pike, discusses fence condition

At the Florence City Council caucus, city staff reviewed Boone County Planning Commission recommendation R26001A, a request by applicant/owner Dr. Michael Redmond to change the approved concept development plan for a roughly 0.47‑acre site at 7276 Burlington Pike to allow broader commercial (C2) uses.
Mr. Morgan, who presented the item, said the site sits at the corner of Kentucky 18 and Wallace Avenue near Stringtown Park and was limited by a 2002 zone change to chiropractic and medical office uses. He said Dr. Redmond wishes to sell and that Class Jewelers has a contract to buy the building; Class Jewelers needs more parking, which was a driver of the request.
The planning commission recommended approval with five conditions; the planning and zoning committee proposed edits that specify principally permitted, conditional and accessory uses. Mr. Morgan listed permitted uses that would be allowed (including art gallery; business support services; financial services; medical/dental/optical offices; personal services; and retail with the exclusion of liquor stores and vape shops) and said many C2 uses were eliminated from what would otherwise be allowed.
The proposed conditions included limiting daily business hours to 8:00 a.m. to 9:00 p.m., restricting monument or building signage per section 3199 of the zoning regulations, limiting exterior lighting to low‑level fixtures oriented inward and to a maximum height, and prohibiting physical changes to the north/rear of the building except routine maintenance and natural color changes consistent with section 3199.
Mr. Morgan said an adjoining property owner raised drainage and security concerns at the public hearing and asked for an extended privacy fence to screen the parking area from the neighboring single‑family house. He reported that Dr. Redmond has no objection to extending the existing rear buffer privacy fence to the southwest to fully screen the parking lot. Committee member Pat said the fence issue was not clear at the time of the meeting and recommended adding that fence extension as an additional condition.
No formal council vote on R26001A was recorded in the transcript of the caucus. The item remains at the committee/discussion stage pending any formal ordinance or council action recorded in a subsequent meeting.
Next steps: the council may place the revised recommendation on a future agenda for a formal vote and any necessary public hearings or Board of Adjustment referrals for conditional uses.
