San Luis adopts dog‑park ordinance setting rules and enforcement procedure

The San Luis City Council unanimously adopted Ordinance 484 on May 27, which adds San Luis City Code section 7.05.040 and establishes a formal dog‑park policy and rules. Parks and Recreation Director Aneli/Anelica Karaldan told the council the policy is intended to keep dog parks safe and manageable and to provide clear, enforceable guidance for owners and staff.
Council members asked how enforcement would work given the parks are unsupervised, how the city would verify vaccination and licensing requirements and whether penalties or citations would apply. The city attorney clarified that existing city code requires vaccinations and licensing of dogs and that, if necessary, owners can be cited under current law. Karaldan said staff is coordinating with animal control and intends to bring licensing operations in house to facilitate enforcement and to post rules and signage at the park.
The ordinance authorizes posting rules at dog parks and allows council to amend the rules by resolution. The council adopted Ordinance 484 by roll call vote with all members voting in favor.
