Public Works Director Eulo Hioa told council the contract—awarded through a job-order contract using a cooperative procurement—covers lining and protective coatings to prevent sewer-gas deterioration.
Hioa said sewer gases can degrade concrete liners over time and noted a previous emergency replacement project in 2023 that replaced five manholes at a cost of about $161,000. The work approved on May 27 is intended to maintain existing structures and prolong service life rather than replace entire manholes. Hioa estimated some manholes can be lined quickly—potentially two in a day depending on depth and traffic conditions—and said contractors must be certified for confined-space work and the spray-liner application.
Council approved the $58,575.32 proposal and directed staff to schedule the work and prioritize manholes for future budget planning.
