OCDE staff said TLC's plan centers on accelerated standards-aligned instruction in literacy and math, an attendance-recovery and family-engagement strategy, and strengthened instructional capacity through targeted professional development and multi-tiered supports. Staff proposed enhanced monitoring during the renewal term so the board could track implementation fidelity and progress against fall/winter/spring benchmarks.
TLC representatives acknowledged their school serves a high-need population (the school reported ~24% of students with IEPs and large shares of socioeconomically disadvantaged and English learner students) and asked for the two-year renewal the staff recommended. The school agreed to OCDE's monitoring approach and asked that the monitoring be aligned with the school's existing benchmarks to avoid duplicative reporting.
Public commenters, including alumni, parents and the California Charter Schools Association, urged approval and stressed TLC's role serving students who struggle in traditional settings. One TLC graduate described the school as transformative, crediting the inclusive environment with fostering confidence and academic progress.
Trustees discussed the difference between imposing formal conditions and structured oversight. OCDE staff said the proposed oversight would include periodic data reports (fall/winter/spring I-Ready or equivalent benchmarks), site visits and scheduled updates to the charter unit; the board could request additional public updates if needed. The board unanimously approved the two-year renewal and separately approved a material revision removing grades 7'
