Henrietta board approves permits for adult day program and three restaurants

The Henrietta Town Board on April 30 approved several commercial special-use permits, allowing a new social adult day program and three restaurant operations to proceed.
True Care Senior Circle: The board approved special use permit application 2025-014 to operate a social adult daycare at 2011 Scottsville West Henrietta Road. Architect Bob Sigert said the building is 1,873 square feet and that fire-code occupancy limits the site to a maximum of 44 people; transport will be provided by an outsourced van vendor and staff on site will be limited to roughly five employees. Board members questioned parking and whether weekend community programming currently hosted in the space would be affected; applicants said weekend activities for the Nepali community would continue while weekday programming for the social adult daycare would be added. The permit was approved by roll call.
Halal and Out: The board approved special use permit 2025-012 for Halal and Out, a 1,320-square-foot sit-down and takeout restaurant at 2755 East Henrietta Road. Architect Reza Arman described minor interior modifications, a new Type I hood and a required grease interceptor; owner Zari Mayan described a New York–style street-food menu ("chicken over rice," kebabs, falafel) and said the business will operate roughly 11 a.m.–11 p.m., seven days a week. The applicant acknowledged that all building and fire permits must be obtained before construction.
Starbucks reapproval: The board reapproved a previously granted special use permit for Starbucks (special use permit 2025-013 at 1100 Jefferson Road) after the original permit expired during construction. Engineer Joshua Saxon told the board the design and conditions are unchanged; the board reiterated prior conditions on drive-lane realignment and queuing signage to avoid idling in the plaza.
Soul Sisters Pocha (alcohol): The board approved special use permit 2025-016 to allow Soul Sisters Pocha (3159 South Whitten Road) to operate a sit-down and takeout restaurant with outdoor seating and to sell beer and wine. Attorney Richard Goldberg introduced Chaywan Kim, the applicant and experienced restaurant operator; the board noted the restaurant portion had previously been allowed and this permit enables the liquor-license application process.
All votes on these items were recorded by roll call and recorded as affirmative by the five voting members present. Board members and staff reiterated the requirement that construction and fire permits be obtained and inspections completed before any renovation or opening occurs.
