The Village of Baldwin tabled a request from EXL (Excel) for a 10-foot easement on village property behind the police department to accommodate an underground electric upgrade tied to a Highway 63 bridge replacement project.
EXL offered $429.48 as compensation for the easement. The village assessor, Barrett, told the board that a hypothetical land-sale comparison would place the parcel value at about $13,500 but cautioned that easement valuations are different from sales. Board members pressed EXL for clearer plans showing how the existing service is routed, transformer locations and whether the company intends to relocate or abandon existing lines. EXL representatives did not have full locate and routing details at the meeting and the board requested more information before moving forward.
Given the outstanding technical questions, the board voted to table the easement request and asked staff and EXL to return with a broader layout and details showing the current service path, transformer locations and any impacts to village facilities. The item was scheduled for additional review at the next meeting in January.
Board members noted the importance of understanding whether granting an easement could require future relocation costs for village infrastructure if building expansions occur.
