Council defers FY27 appropriation resolution to May 7 after budget hearing; motion passes 7-1

The Albuquerque City Council's Committee of the Whole voted to defer action on R-17, the FY27 operating appropriation resolution, to the next meeting on May 7. Chair (functional label) moved the deferral at the close of a lengthy budget hearing that included presentations from finance staff and department directors and more than an hour of public comment.
The clerk conducted a roll call vote after a second was made; the motion carried with seven votes in favor and one opposed. The deferral will give councilors time to review follow-up materials requested during the hearing, including exact figures for the one-time employee payment, contingency plans if the stormwater ordinance is not passed, and additional detail on nonrecurring vs recurring appropriations across departments.
Why it matters: deferment preserves the council's ability to consider technical adjustments and clarifications offered by CFO Martinez and department heads. Multiple councilors had pressed for additional documentation during the hearing, and staff agreed to provide clarifying material on items such as stormwater revenue assumptions, permanent vs one-time funding for library IT and animal care at the Biopark, and programmatic metrics for Albuquerque Community Safety and homelessness investments.
Next steps: Budget staff and department directors will deliver requested follow-ups before the next Committee of the Whole meeting on May 7. The council will consider any amendments or substitutes at the May 14 budget markup and is scheduled to act on the amended budget at the regular council meeting on May 18.
