Lower Pottsgrove board reorganizes leadership, approves administrative resolutions and procurement moves

The Lower Pottsgrove Board of Commissioners held its reorganization and regular meeting on Jan. 5, 2026, and unanimously set its 2026 leadership and administrative priorities.
District Justice Edward C. Kropp administered the oath of office to newly elected officials Eileen Bailey, James Hutchinson and Jennifer Marsteller. Following the swearing-in, the board elected Michael McGroarty as president and Robert Mohollen as vice president in unanimous votes, and it adopted Resolution 1385-26 to reorganize board officers, committees and professional advisors.
Why it matters: The annual reorganization determines the board officers and committee assignments that will steer local decisions for the year, from budgets and public works to land-use reviews.
In routine business the board approved several motions by unanimous votes. Commissioners awarded the on-road and off-road diesel contract to Rhoads Energy of Boyertown — the sole bidder — at $2.75 per gallon. The board also voted to advertise an Equipment Rental Bid for consideration on Feb. 19 and to advertise adoption of the 2021 Uniform Construction Code for adoption at the Feb. 2 meeting after state-level delays resolved.
The board adopted a series of reappointment resolutions for local boards and authorities: Resolution 1386-26 reappointing James Toth to the Lower Pottsgrove Sewer Authority; Resolution 1387-26 reappointing Todd Daniels as a full member of the Zoning Hearing Board; Resolution 1388-26 reappointing Patty Bleakley as an alternate to the Zoning Hearing Board; and Resolution 1389-26 reappointing Joseph Chrisman to the Building Code Appeals Board. All votes on these items were 5-0.
The board also adopted Resolution 453-X, an amendment establishing fees, deposits and escrow amounts payable to the Township covering building permits, zoning hearings, professional services, Right-to-Know requests, special events and police and fire services. Commissioner Robert Mohollen said the rates were compared with surrounding townships; the board approved the amendment unanimously.
What’s next: Warrant #964 for December expenditures will be available for review and approval at the next meeting on Jan. 15, 2026. Newly seated Commissioners Bailey and Hutchinson offered brief remarks thanking residents; President McGroarty said the board will strive for nonpartisan, fiscally responsible governance.
