Maplewood delays funding decision on Ridgewood Road historic-district nomination pending budget workshop

Town staff told the Township Committee that Architectural Heritage Consultants prepared an initial nominating report for the Ridgewood Road area and recommended further community outreach and follow-up property-level nominations. The consultant’s original package was about $30,000; the township paid roughly $13,250 in 2025 and staff proposed the remaining $17,250 to complete the next phase, plus additional Historic Preservation Commission (HPC) requests (web hosting and other consultant support) that would bring the total request near $31,000 if the committee authorized all items.
Committee members supported moving the process forward but many expressed a desire to examine the proposal within overall budget priorities. The committee asked the HPC to present materials at the upcoming Saturday budget workshop and declined to authorize the second-phase contract that night, citing the benefits of preserving momentum while also reviewing budget impacts.
Staff noted the district designation work is referenced in the master plan/preservation element and that individual property nominations and demo reviews could trigger additional consultant or legal work only if the HPC proceeds to nominate properties. The committee requested additional outreach materials and a taped presentation from the December community meeting be made available to members in advance of the workshop.
The decision was to defer formal funding action until the budget review so that the HPC’s needs can be weighed against other priorities.
