Commission recommends replat for Papio Fun Park site and forwards blight finding for possible TIF

The Papillion Planning Commission voted unanimously April 29 to recommend approval of the Parson subdivision replat 2 (preliminary plat PP‑26‑00005 and final plat FP‑26‑00007) to consolidate several parcels occupied by Papio Fun Park into a single lot for redevelopment. Don Heiny, representing the applicant, said the plan calls for removing the existing amusement features (go‑kart track, batting cages, some outdoor elements), demolishing and replacing the building at a higher elevation (raised one foot above the flood elevation), and providing new indoor and outdoor event spaces with code‑compliant parking.
Separately, Michelle Andal, Papillion’s Community Development Director, presented a substandard and blighted determination study for the area that includes the Papio site. Andal explained that a blight/substandard finding is a statutory prerequisite for using tax increment financing (TIF) to help close financing gaps created by flood‑related constraints, subdivision irregularities and increased redevelopment costs. She said the study found the area met five of 12 statutory criteria considered for a substandard/blight determination, including improper subdivision layout and conditions that increase flood and insurance costs and hinder redevelopment.
Commissioners asked about trail connectivity and whether the Natural Resources District (NRD) would permit modifications to the levy for a trail connection; staff said any levy work would require NRD coordination and expressed caution about altering the levy. The applicant and staff said floodplain development permits, site plan review and building permits remain part of later administrative processes; the recommendation to council is limited to the plat and to the blight/substandard finding.
Both the Parson replat recommendation and the resolution to declare the area substandard and blighted (resolution R26‑0083) passed the Planning Commission by 6–0 votes and will be forwarded to Papillion City Council with staff’s attachments and the draft minutes for consideration.
