Oakland seeks larger, longer groundwater permit as town plans irrigation alternatives

Town staff told the commission on May 26 that Oakland has reached the current limit of its groundwater consumptive‑use permit and has formally submitted a modification request to St. John's River Water Management District seeking both a longer permit term and increased daily allocations.
Mike Barker, the town's capital projects coordinator, said the town currently relies on groundwater produced by three wells under a permit that averages about 0.89 million gallons per day and caps annual withdrawals at roughly 324.85 million gallons. "Now we are at that permit limit," Barker said, and staff has initiated a process — including a formal application submitted May 11 — to request an increase.
Consultants from CPH said the town's submittal requests extension of the permit term (the town asked to extend the permit duration to 2045) and an increase in allocation to about 1.29–1.30 million gallons per day, depending on the term granted. The presenters also described demand projections that account for an estimated 1,759 new dwelling connections over 20 years and a per‑capita reduction target tied to the Central Florida Water Initiative.
"We predict approximately 1,759 new dwelling connections in the next 20 years," Victoria Marajkovich of CPH said, and an alternative water‑supply project that would harvest service water for irrigation is planned and currently in design with construction anticipated by 2030. With that alternative water supply offset, CPH said the town's projected demand would be in line with the adjusted regional plan.
Commissioners and residents pressed staff on how much water is lost to residential irrigation and how the town will enforce restrictions. Staff and consultants said over half of the town's produced water is used for residential irrigation and explained that the St. John's watering schedules (odd/even addresses, designated days) and local code enforcement will be used to improve compliance. The town described procedural steps including door‑hanger warnings, code enforcement cases, and escalating fines for repeat violations.
Private irrigation wells were discussed; presenters stated owners of private irrigation wells are expected to follow the water management district rules but that private well usage is not deducted from the town's CUP allocation.
The town will continue coordination with the water management district; staff said the modification process is lengthy and typically results in requests for additional information or conditions such as conservation measures. Commissioners did not take formal action on the CUP during the meeting; staff noted that the application already has been submitted and that the district will review the request.
Next steps: continued coordination with St. John's River Water Management District, design and eventual construction of the town's alternative water supply project (targeted by 2030), and stepped‑up resident outreach and enforcement of irrigation schedules.
