The Somers Planning Board reviewed a draft resolution March 11 for Trailside Estates, an 81‑unit townhouse development proposing a separate parcel to be dedicated to the town as a community center and dog park. The applicant said five of the 81 units would be provided to households at or below 120% of the area median income.
Applicant representative Charles Martab confirmed a community benefits agreement (CBA) has been executed and said the CBA includes provisions such as potential future access to an adjacent landlocked parcel. Staff noted outstanding technical comments remain on the draft resolution and on engineering submissions; the applicant also provided a soil management plan to address historical orchard use of the site. Town staff said the town board had completed environmental review steps — amending a previous negative declaration to reflect the orchard soils and associated mitigations.
Board members discussed irrigation language and concluded that prohibiting private irrigation systems in perpetuity would be complicated and that individual lot irrigation is regulated through existing town water and building processes. The board and applicant agreed staff would incorporate outstanding technical edits and referenced submissions into a final draft for consideration at the April 8 meeting.
Next steps: planning staff will incorporate outstanding comments and the signed CBA into a revised resolution and circulate it to the board ahead of the April 8 meeting when the board expects to consider final action.
