Agoura Hills will reduce its regional ABOP (antifreeze, batteries, oil, paint) hazardous‑waste events to one per year after staff reported WM's per‑event cost rising from $3,200 to $4,500. The city currently participates in three joint events with Calabasas and Malibu; CalRecycle provides a fixed $5,000 annual grant that historically offset part of the program cost.
Assistant City Manager Adva Romero said the increased per‑event fee would raise the city's contribution from roughly $4,600 to about $8,500 annually if the program stayed at three events. Staff presented alternatives: continue three events and absorb the higher cost; reduce to two events with a smaller city contribution; reduce to one event (grant covers the per‑event fee); or discontinue ABOP and encourage residents to use the franchise At‑Your‑Door (AYD) hazardous‑waste pickup (an AYD stop cap applies in the franchise).
Council members emphasized the need to preserve hazardous‑waste disposal access while being prudent with the restricted solid‑waste fund. Several members said they had not realized the city already offers AYD service and asked staff to increase outreach about that option. Council Member Sylvester moved, and Council Member Anstead seconded, a motion to provide one ABOP event per year and step up communication about AYD pickup. Roll call: Anderson, Anstead, Sylvester, Mayor Wolf — yes; approval 4–0.
Practical effect: One ABOP event is expected to fit inside the existing CalRecycle grant for the upcoming fiscal year and avoid an added city draw on the solid‑waste restricted fund. Staff will coordinate outreach so residents know AYD remains available for hazardous‑waste pickup at homes.
