Essex Energy Committee seeks deeper study of shared thermal-energy network for new municipal complex

The Essex Energy Committee on March 25 agreed to re-engage with thermal-energy network experts and town design staff to assess whether a shared geothermal system could serve multiple new municipal buildings on the Route 15 municipal-complex site.
Chair Will Dodge, who led the discussion, summarized a previous presentation by a Vermont geothermal network group that, he said, showed networks can reduce lifecycle costs compared with installing geothermal systems building by building but require higher upfront investment. "If the town were to build a network ... you could save a lot more money than if you have to go individually and build geothermal building by building," Dodge said.
Committee members asked the presenters to compile real-world examples and dollar comparisons that would make the trade-offs clear. Members also assigned follow-up tasks: Sean Mimon, the town's buildings manager and the committee's town representative, was asked to research available grants and incentives — including Municipal Energy Resilience Program (MERP) options and federal programs tied to the Inflation Reduction Act — and to report back after contacting Efficiency Vermont. Natalie Braun was asked to contact the geothermal presenters to arrange a return visit and to coordinate with the Community Development Office and Stantec, the firm doing building design work.
Members emphasized communication with the selectboard, noting officials are cautious about cost overruns. Several committee participants said showing concrete dollar figures and examples from other installations (in and outside Vermont) would help town decision-makers weigh the upfront cost against long-term savings.
Next steps: the committee will invite the geothermal-network presenters back for a focused briefing that includes (1) town- or site-level cost estimates, (2) funding/incentive pathways, and (3) municipal operational implications; Sean Mimon will research grant and incentive availability and report his findings to the group.
