Interfaith Community Services presented the Rock — a planned integrated homeless services campus designed as a centralized entry point to Santa Fe’s continuum of care — to the board May 26 and asked the county to submit a grant application on its behalf to the State Department of Workforce Solutions.
The Rock would provide up to 125 emergency shelter beds, a day center so people have a safe daytime location, and on‑site coordinated services (medical, behavioral health, substance‑use treatment and housing navigation). Interfaith said the project is informed by 15 years operating a low‑barrier shelter, a citywide needs assessment and best practices from other service hubs. The organization reported $1.3M in site acquisition costs and a total estimated development cost of about $16M; Interfaith said it has covered predevelopment expenses and expects to launch a capital campaign.
Interfaith asked Santa Fe County to serve as fiscal sponsor and apply to a state RFI that reviews funding on a rolling schedule (monthly reviews). Commissioners and staff said county support could speed state consideration; several commissioners urged interjurisdictional coordination so the city and county avoid duplicative approaches and ensure the Rock complements other local initiatives. Commissioners asked Interfaith to pursue city endorsement so the county and city can present a coordinated message to state and federal funders.
The board did not take immediate action on funding; county staff clarified that any award would come back to the board as an intergovernmental agreement with specific scope and approvals.
