Commission deems two Melbourne Court proposals significant, schedules public hearings

The Inland Wetlands Commission on Nov. 5 voted to deem two applications for homes on Melbourne Court (addresses 121 and 125) as "significant activities" that require public hearings and additional review.
Engineer Jim Cassidy presented a plan that regrades a steep parcel so houses can be sited with walk‑out basements; proposed mitigation includes a riprap slope along the downslope edge so grading can be performed with a gentler face and to minimize direct wetland impacts. Cassidy said the majority of the delineated wetlands is associated with an existing detention basin at the rear of the lots.
Commissioners said they want a site visit before final hearings to see existing grades and wetland limits on the ground. Staff said the matter will be set for public hearings at the commission’s Dec. 3 meeting and that at least one or two commissioners will be scheduled to walk the site with the applicant ahead of the hearing.
What happens next: the commission formally scheduled public hearings for Dec. 3, 2025, and staff will coordinate fieldwalk dates with the applicant and commissioners.
