Council approves change order and multiple pavement maintenance contracts to extend street life

On May 26 the Andover City Council approved several pavement-maintenance actions for the 2026 season: a change order to add urethane-bonded asphalt surface (a UBAS-like treatment) under a Pearson Construction contract, authorization of a crack-sealing contract with Advanced Pavement Partners (not-to-exceed amount recorded in the minutes), and a contract for high-density mineral-bond asphalt with Andy Construction Company for selected streets.
Public works staff described the treatments: urethane-bonded asphalt is used on arterial, long-straight roadways and can reduce reflection cracking; crack sealing is preventive maintenance that extends pavement life and is the most cost-effective measure for newer roads; high-density mineral-bond asphalt provides a protective surface. Staff said combining these items with ongoing projects reduced mobilization costs.
Council approved the recommended change order and related contracts. Staff will schedule the work and coordinate communications to neighborhoods that will be affected during construction.
