Council approves amended petitions, ordinance and Pearson contract for Southern Hills paving project

The Andover City Council on May 26 approved amended petitions, an amending work ordinance and a lowest-responsible-bid contract to finish paving improvements in the Southern Hills First Edition neighborhood.

Kevin Graham, the city engineer, told the council that bids opened two weeks earlier exceeded the petitions adopted in January 2025 and that staff recommended amending the petitions and documents to reflect current bid results and to authorize construction. Council then voted to accept revised petitions and a developers agreement and to adopt the amending resolution of advisability.

The council later adopted an amending ordinance authorizing construction and approved the city’s lowest qualified bid from Pearson Construction LLC (Wichita) for the paving work. Council discussion noted these are the final infrastructure improvements in the subdivision; the votes in the record were carried by the full council.

The actions recorded in the meeting update the project cost lines, allow the city to proceed with construction, and authorize the mayor to sign the contract. Staff noted the petitions predated a recently adopted policy on repetition fees and that this set of petitions was among the last to predate that policy.

The council’s approvals were procedural and administrative steps that permit staff to finalize contracting and schedule construction; there was no amendment to the scope beyond updating costs and adding the identified streets.
