Lower Frederick unanimously approves police–school MOU, IT upgrade and police MMO; board raises concerns about rapid polling-location change

At its Sept. 23 work session the Lower Frederick Board of Supervisors approved three operational items for the police department and discussed a county proposal to relocate township polling places.
The board unanimously accepted an updated memorandum of understanding between the Lower Frederick Police Department and the Parker Valley School District and authorized the police chief to sign the MOU. "It's good to go. I'm happy with it," the Chief said after reviewing edits that updated the township’s prior 2017 agreement.
The board also approved a Ridge Support Technologies quote for $4,299.97 to upgrade three officer workstations and migrate one machine to Windows 11 in order to comply with a Pennsylvania State Police directive requiring Windows 11 and two‑factor authentication to access state portals and criminal databases. The Chief warned that, without the upgrade, the department "will not be able to access any of the portals, criminal databases and alike." The manager was authorized to sign the paperwork.
On pensions, the board accepted the 2026 municipal minimum obligation (MMO) for the police pension plan. The pension administrator reported the plan was 158.9% funded as of the July 1, 2025 valuation and recommended the MMO of $35,422; supervisors approved and authorized the manager (as pension administrator) to sign.
Finally, staff reported Montgomery County posted a notice proposing to move both township voting districts to Parker Valley Middle School for the upcoming municipal election. County staff said postcards, posted signs and poll runners would notify voters; supervisors and residents expressed concern the change was being considered with relatively short notice before the election. Residents urged the township to help push outreach (postcards, e-blast, HOA notices) to reduce confusion.
