"So this change order is for $759,038," David Powers said, describing 15 additive bid items that reinstate work in six areas (Cloverrise Lane, Northshore Drive, Southshore Drive, Sherman and Emery A, and Campbell Drive). He said those areas had been pulled from the original award during bidding to fit earlier bonding limits and are now being reintroduced because the village increased bonding capacity.
Powers said the contractor has been mobilized: "They're on site, they're mobilized. Their equipment's here. Pipe is arriving," and staff expect a stored‑materials payout to be processed in the coming weeks. He added that the contractor was offered the opportunity to re‑evaluate unit prices but "they held their prices for us."
Board members acknowledged they had not all received the change‑order paperwork. Staff did not ask the board to vote on the change order that night; trustees directed staff to circulate the documents ahead of the next meeting so the board could consider formal action.
Why it matters: reintroducing the additive items restores portions of the original project scope without rebidding and allows the village to avoid delaying the contract award while bonding capacity was adjusted. The change order would increase the contract amount and obligate additional funds when formally approved.
