Cedar Grove council backs school district's state funding request; staff clarifies park road would not create easement

The Township of Cedar Grove council voted to support a Board of Education application to the New Jersey Department of Education seeking state funds for renovations to Leonard R. Park School. Township staff said elements of the application include a circulation pattern that would run a road through Panther Park to meet the state's safety and circulation criteria for the grant application.

Mr. Zeli told the council the resolution is "essentially saying the township is okay with that circulation pattern" so the school board can seek state funding, but he repeatedly clarified that the resolution "in no way indicates any encumbrance on the property" and that any actual easement, access agreement or conveyance would require a separate ordinance, including two readings and a public hearing. He said the resolution is intended only to allow the district to apply to the State and does not formalize any easement or access agreement.

Council members asked questions about scope and timing; staff emphasized that further engineering, meets-and-bounds and additional review would be required before any transfer of property rights. The council approved the resolution supporting the Board of Education's funding request.

Why it matters: If the state approves funding and the district pursues a project that requires property access or an easement across township parkland, the governing body would need to take a separate legislative step to grant access or encumber land. The resolution adopted by the council authorizes only the school board to apply for state aid.
