Council passes cybersecurity resolution setting policy deadline and requiring council approval for ransom payments

On Nov. 17 the Yellow Springs Village Council passed Resolution 2025-57 directing the village manager and the IT provider to develop a cybersecurity program addressing ransomware and other threats, in line with recently enacted state law.
Solicitor Amy Blankenship said the resolution reflects requirements in the state measure and that the most significant local constraint is that the village cannot make a ransom payment without council approval — a limit likely to require an emergency meeting if such a decision were ever needed.
Councilors said the village is coordinating with the University of Dayton and other resources to develop staff training and technical controls; a formal policy is expected well ahead of the state deadline in mid-2026.
