Herriman — The Herriman City Council approved Resolution R17-2026 to amend the city’s master fee schedule after a staff presentation summarizing a fee study for development services.
Staff said the fee study recommends using the ICC building valuation table and updating it annually. The recommended changes would reduce charges in many valuation tiers (staff cited about a 22% reduction in several tiers and about a 58% reduction for multifamily) while identifying flat permit and planning fees that had been undercharged. Staff cautioned the city modeled an anticipated revenue drop in fiscal years 2027 and 2028 to reflect the fee changes.
Other changes approved include adding a declaration-of-candidacy fee and passing through utility connection fees for subdivision streetlights (the city will charge what Rocky Mountain Power bills it). The amended schedule also includes a few new fees recommended by the city attorney related to appeals and variances.
Motion and outcome: Following a public hearing with no commenters, Council Member Matt moved to approve Resolution R17-2026 and the motion carried on roll call vote.
Why it matters: The fee changes affect permit costs for builders and developers and are modeled into the city’s tentative budgets for 2027–2028. Staff told council the reductions in some fees will lower modeled revenues, which are reflected in the city’s proposed budgets.
