Planning commission recommends Dilworth City Council approve East View 10th final plat

The Dilworth Planning Commission on Monday voted to forward a recommendation to the City Council to approve the East View 10th final plat, a replat of Lot 3, Block 1 of East View 9th (900 Center Avenue East), for property owned by Starlight Properties LLC.

Payton Masterodon Lorson, city planning staff, told the commission the final plat refines the preliminary layout reviewed last month. Key changes include a recalibrated curb curve at the property entrance, a new 30-foot stormwater easement running across the site, a 10-foot drainage easement on the north side and a west access/utility easement connecting to an existing retention pond. Payton said the plat meets the city’s requirements from a planning perspective but still requires agency sign-offs and should be made contingent on meeting all city and other-agency regulations.

Commissioners discussed whether the drainage easement should be public or private and the implications for city oversight and future maintenance. Payton said that decision will be clarified through further review with the city’s legal and engineering teams.

Mark Sloan moved to forward the recommendation contingent on compliance with city regulations and on recording a shared access and utility agreement for the four newly created parcels; the motion was seconded and carried by voice vote.

Next steps: the recommendation will go to the Dilworth City Council for final action. Staff will confirm easement status after consultation with legal and engineering and will ensure the plat receives required county and state sign-offs.
