The Dilley City Council voted Nov. 12 to submit projects to the Texas General Land Office Disaster Recovery Reallocation Program (DRRP), aiming to compete for allocations intended to reuse de‑obligated disaster funds.
City staff and engineering consultants told the council the program allows local governments to seek funds for eligible infrastructure activities including drainage, water and wastewater improvements, and street reconstruction. Staff proposed three priority projects: rehabilitation and upgrades to ground and elevated water storage tanks and pumps; replacement and rehabilitation work for sewer lift stations and a major sewer main crossing identified as needing upgrades; and a street‑reconstruction package that would include curbing, gutters, drainage improvements and sidewalks to improve community connectivity.
Councilmembers discussed project scaling and prioritization; staff noted the program’s typical maximum allocations (project-specific caps range from $2 million to $20 million for certain funding pools) and the Nov. 21 application deadline. The council approved submission of the proposed projects, authorizing staff and consultants to finalize applications and supporting materials.
What’s next: Staff will work with Premier Engineering to finalize scopes and cost estimates and submit up to three applications by the DRRP deadline. If selected, projects will return to council for funding acceptance and contract authorization.
