Newton Falls council approves mulch, paving, engineering and budget adjustments

On Aug. 7 the Newton Falls Village Council approved multiple ordinances and contract actions covering parks, streets, utilities and budget reconciliations.
Ordinance 2024-25 authorized the interim city manager to purchase and install mulch in village parks; council members said funding was available and volunteers would assist with debris removal. Ordinance 2024-34 amended appropriations for fiscal year 2024, moving funds to cover legal settlements and debt service while reducing projected income tax receipts and unused court computerization funds; finance staff explained the transfers as routine reconciliation.
Council also approved an agreement with 12-Point Consulting LLC to provide contract certified operators as a contingency so the Village Water Plant can maintain required report signoffs when the only class-three operator is unavailable. Members explained certification requirements and that this contract is a backup measure, not a replacement for existing staff.
Several emergency ordinances were approved on first reading to meet project timelines: an emergency resurfacing contract to Angelo Benedetti LLC under the 2024 Paving program to keep paving season schedules, and acceptance of a GPD Group proposal for engineering services on the Church Street electric substation upgrade. Council also adopted an ordinance declaring certain vehicles and equipment obsolete and authorized their disposal; council confirmed replacements are already in service.
Votes were unanimous on these items. Council indicated the paving and substation work are time-sensitive and the emergency designations were intended to meet construction season constraints.
