The Carlsbad City Council on Monday authorized staff to negotiate with Enriched Communities LLC after a review panel recommended the company for a 138-unit multifamily affordable housing project on Purchase Street.
Mister Abel told council the city received three proposals and a five-member panel evaluated them; the selected proposal was judged to fit the city’s plan and offered the closest overall deal. Abel said the award authorizes negotiations and that "you'll still see the final agreement come before you once the city negotiates with this company."
Staff said the project will be an apartment complex with units rented on a sliding scale tied to household income and family size; some units will be set at below-market rates by requirement. Council approved the motion to move forward with negotiations; staff will return a draft contract and a projected construction timeline to council once agreements are reached.
