Carlsbad council approves $4 million Eddy County contribution for Kercher Street housing infrastructure

The City Council voted to approve an agreement with Eddy County to provide $4,000,000 in funding toward infrastructure for a Kercher Street attainable housing development.
City staff said the city purchased 20 acres from Carlsbad Municipal Schools on Oct. 29, 2025, for $1.3 million. The site is planned to accommodate affordable multifamily housing on 10 acres and attainable single-family units on the adjacent 10 acres; the city will extend mainline water and sewer to both parcels. The RFP for the affordable multifamily portion was issued Dec. 22, 2025, and closed Jan. 30, 2026.
At the Jan. 13, 2026 Eddy County Commission meeting, commissioners voted to support the city with a $4 million contribution: $2 million will be released after the city finalizes engineering and commences construction, and the remaining $2 million will be paid once 50% of the subdivision infrastructure is complete. Staff noted that construction must commence within 120 days of the Jan. 13, 2026 county action and that the county expects full subdivision infrastructure within one year of that date.
Councilor Forrest moved to approve the county agreement; after a second, the council called the roll and the motion passed.
