The West Ocean Township Board of Supervisors approved a $5,950 task order for Carol Engineering to prepare a topographic survey, preliminary sidewalk alignment and cost estimates for a proposed Paley Pike sidewalk extension that would connect existing sidewalks into Westchester borough.
Brian, the township engineer, explained the scope: a topographic survey, existing-features plan, sidewalk sketch alignment that considers steep slopes near the Garfield Avenue intersection, ADA ramp needs, retaining-wall sketches where required, and a preliminary opinion of probable costs. The firm will also summarize permitting implications, including PennDOT requirements, and identify potential easements.
Board members said the corridor is dangerous for pedestrians where existing sidewalks end and drivers and trucks have created damage at the Garfield Avenue corner. One supervisor urged that the cost estimate include separate budgets for the two missing segments (north and south of Garfield) and a combined estimate so the township can assess phasing and grant strategies. Several members noted that PennDOT permits and potential roadway-safety requirements could materially change scope and cost; staff recommended using the sketch to open a scoping conversation with PennDOT.
The motion to authorize Carol’s sketch and survey (not to exceed $5,950) passed unanimously. Staff said the sketch will support grant applications and PennDOT scoping and that the board will return to discuss detailed next steps once the engineering sketches and cost breakdowns are complete.
Next steps: Carol will produce the survey, sketch plan and an itemized cost estimate (including separate and combined options); staff will use those materials to initiate PennDOT scoping and to seek potential grant funding.
