The Ennis City Commission on June 17 ratified an emergency sewer-repair purchase of $93,477.80 paid to Raymar Construction LLC to repair an aged 8-inch clay gravity sewer main near 401 Eastland Passes Street.
Utilities staff described emergency excavation to clear and repair the line after a manhole backup, then deeper work that revealed a large void under building steps and potential additional voids beneath a playground surface. Staff said they could not run a camera through the damaged pipe and recommended hiring an engineer to evaluate potential reroute options and a cured-in-place (CIPP) lining approach to avoid repeated excavations.
"This main, we're estimating about 95 to a 100 years old," a utilities presenter said, noting the repair exposed significant deterioration and a void that presented a safety concern for nearby structures and the playground. Staff said they attempted to reach several contractors before hiring Raymar because of time sensitivity.
Commissioners discussed budget pressures and the broader need to invest more in the utilities fund to move from reactive emergency repairs to proactive maintenance. The motion to ratify the emergency purchase was adopted by voice vote.
