The Ennis City Commission on June 17 adopted a five-year tourism strategic plan that officials said will be funded through hotel-occupancy (HOT) tax revenue and is intended to boost the local economy and support small businesses.
Staff and consultants described a phased plan that front-loads low-cost marketing items already in progress — a refreshed website, differentiated social media content, photography and videography, and a visitors guide — while spreading larger expenditures over years two through five. The plan foresees forming a tourism board and a later motorplex task force to coordinate shuttle and transportation planning.
"The purpose of the tourism strategic plan is to establish a structure for managing, promoting, and growing tourism in Ennis," a staff presenter said, noting the plan is dynamic and will be adjusted based on funding and capacity.
Commissioner Haney moved to approve the plan; Commissioner Faulkenbach seconded. The commission adopted the resolution by voice vote.
City officials said most elements would be funded by HOT tax revenue and that not all elements are expected to be funded in year one. The plan includes a high-level timeline and projects a mix of immediate marketing actions and longer-term infrastructure or programmatic items that will require additional funding and coordination.
