Residents urge stronger noise enforcement after years of complaints

Two Ennis residents used the city commission’s public-comment period on June 17 to press officials for stronger enforcement against repeated neighborhood noise.
"Since this problem began, I have made no less than 50 phone calls to the police department reporting repeated and excessive noise disturbances," Brent Hughes told the commission. Hughes said officers repeatedly told him citations would be issued but that none ever were, and he asked the city to "direct the appropriate city departments to take immediate and meaningful enforcement action." He said he is considering civil litigation if enforcement does not occur.
Doris Polk told the commission she has complained about loud noise near her home for the last 10 years and described continued disruption late into the night and early morning. "I want something done about it," Polk said, urging fines and better responses from dispatchers.
Mayor Cameron Rayburn thanked the speakers and noted that the city cannot take action on matters not on the agenda during the public-comment period, but staff may address concerns or place items on a future agenda. The commission did not take formal action during public comment.
The residents’ complaints focused on repeated failures of enforcement and communication; both called for tangible follow-up rather than more promises. The speakers asked that the commission direct staff to investigate enforcement steps and to report back to the commission.
