Moscow trustees approve administrative contracts and adopt several fiscal policies; board reviews large policy package and IDLA first reading

Moscow — The Moscow School District board approved a set of administrative contract renewals and adopted several fiscal and personnel policies during Thursday’s meeting.
The board voted to issue administrative contracts pending completion of current-year evaluations and established a 10-calendar-day deadline for returning signed contracts. The motion to approve administrative contracts passed by voice vote, recorded as 5-0.
On policy, the board adopted policy 5810 governing compensatory time and overtime for classified employees. That measure and a package of accounting policies (policies 7100, 7110, 7120, 7200, 7210 and 7215) were approved in second readings and passed unanimously. The motion adopting the compensatory-time policy recorded a 5-0 approval.
Administrators also walked trustees through a large first-reading package of federal-grant management and procurement policies and procedures, including retention of records, allowable uses of grant funds, micro-purchase thresholds for federal awards, and competitive procurement standards. School business staff recommended adopting many of the items to ensure compliance with federal uniform guidance and Idaho code procurement limitations. The board moved several of the finance-related policies from tentative status to approved during the meeting.
Trustees approved the consent agenda and several routine items without objection. The meeting ended with a roll-call vote to enter executive session to consider exempt records and labor contract matters under Idaho law.
Administration demonstrated a new policy platform (Assembly) that will be used for collaborative review and comment on policy drafts; the district will continue to circulate drafts to building and executive staff for review before meetings. A first reading of a revised IDLA policy (state online-course enrollment) generated detailed discussion about eligibility criteria, fee responsibility, and whether the district should sign students up for IDLA when the district offers an equivalent in-person course.
All publicly recorded motions in the action portion of the meeting passed unanimously.
