Town awarded MS4 mapping grant; board reviews TAP sidewalk priorities and other local reports

Town staff told the Planning Board that Farmington was awarded an MS4 mapping grant from the DEC to help document catch basins and other critical stormwater infrastructure; staff said the grant will help offset mapping costs and that the town has a five-year window to achieve program compliance. "We have a 5-year window to be compliant," Lance said while outlining the mapping program's purpose.
Separately, the board discussed a Transportation Alternatives Program (TAP) grant to complete missing sidewalk links and pedestrian-signal work at Rutencia/Route 96. Staff said phase-two design work has identified eight target areas and that traffic-signal and sidewalk delays were caused by grant-award timing, shipping delays and an underbid contractor. The board asked staff to prepare drawings and follow-up materials for the next meeting.
Other reports included a forthcoming special-use/preliminary site-plan application for a new firehouse and staff's plan to issue an RFP for an acting town engineer to sign documents and perform technical review. Staff also noted local development proposals and resubmissions in review with MRB Group and Hancock.
