Buena Vista authorizes resequencing of airport capital projects to prioritize operations

Buena Vista — May 26, 2026 — Town staff asked the Board of Trustees to authorize a resequencing of 2026 airport capital improvement projects so that high-priority operational items are advanced and less time-sensitive projects are postponed until funding is identified.
Airport manager Chandra told the board the proposed change advances work on operations and safety (automatic weather-observing system relocation, an external fuel-tank inspection, ground-power-unit repairs and terminal repairs) while delaying HVAC phase 2 (cooling component) and an annexation plat until additional flight-testing revenue, confirmed estimates or other savings materialize.
On the fuel tanks, Chandra said the town is required this year only to perform an external inspection for state compliance and that an internal inspection, while useful for projecting remaining tank life, is not currently mandated. Trustees asked clarifying questions about whether this action required a formal budget increase; staff said it was primarily a courtesy notice and did not increase the airport's total budget.
A trustee moved to "acknowledge and concur" with the project reprioritization and the board approved the motion by voice. Staff said the postponed items are not cancelled and would return for budget consideration if funding gaps are closed.
What happens next: staff will proceed with the resequencing, pursue external inspection estimates for the fuel tanks and return to the board if additional appropriation or schedule changes are required.
